Statewide Permit 1 was originally issued under the IDOT Section 65f rules (now Part 3706).
This permit authorized all construction in the flood fringe in communities whose local
ordinance was as stringent or more stringent than the 65f standards.
The 65f rules were implemented on several Chicago area river basins and on the lower
Rock River. At the effective date of the 65f rules (now Part 3708) in Northeastern
Illinois, the 65f rules were rescinded in the Chicago area. Part 3706 rules are still
in effect on the Lower Rock River (below the Green River).
If you are proposing construction activities in the flood fringe of the Rock River,
contact your local building and zoning official to ensure compliance with local flood
plain regulations. If your work is in the flood fringe, you do not need to apply to
the Department of Natural Resources for a permit. However, if a state permit is
required by your local regulations, submit a completed application form to the
Department of Natural Resources.
