The
Task Force concluded that historical water law in Illinois
is inadequate to meet present future needs and recommended
a total rewrite of Illinois Water law in order to develop
a single, comprehensive water resources act. The first
step needed is a comprehensive review of the existing
water law to determine inadequacies and conflicts, investigate
other state's systems, and define options to address
the identified problems. Expertise outside the state
government will be retained to undertake a comprehensive
evaluation of current Illinois water use laws.
