The former Agency Action Report has been replaced by the EcoCAT online reporting system. EcoCAT stands for Ecological Compliance Assessment Tool.
EcoCAT is intended to help State Agencies and units of Local Government fulfill their obligations under the Illinois Endangered Species Protection Act [520 ILCS 10/11(b)] and the Illinois Natural Areas Preservation Act [525 ILCS 30/17], as set forth in procedures under Title 17 Ill. Admin. Code Part 1075.
When State Agencies will provide funding (including federal pass-through funding) or technical assistance for proposed actions affecting the environment, this site can facilitate compliance with the Interagency Wetland Policy Act of 1989 [20 ILCS 830] and Title 17 Ill. Admin. Code Part 1090.
EcoCAT also provides a means for third parties who will petition or apply for State Agency or Local Government authorization or funding to initiate the required consultation process of Part 1075.
And, because early planning is a key to avoiding natural resource conflicts, EcoCAT can be used to obtain information about possible resource conflicts without triggering immediate governmental participation.
